Does anyone have safety information on the using regular car lights and fog lights at the same time at night when there is no fog?

I am blinded when a car comes toward me with highway lights and fog lights are engaged at the same time. Are fog lights useful when there is no fog?

Do fog lights improve vision at night when there is no fog?

Fog lights are used only when there's a fog or any other hazardous weather conditions such as snowfalls and rainstorms. High-beam headlights mustn’t be used when driving in less than 200 metres behind a vehicle travelling in the same direction and in less than 200 metres from an oncoming vehicle.
