The best and quickest way to remove somebody's car from your property is to confront the owner of the vehicle in question and inform him or her of your personal boundaries and what you will or will not accept. Once you both have agreed on how close is too close, then you will know the answer to your question.
If civil discourse is not an option for resolution, I suggest relying on law enforcement and tax payer's money to enforce complicated situations as your own. ;)

Can anyone tell me how much of a persons car must be on my private property before I can have it towed?

If the car is only there for a few hours there is no specific law. If you post notice that the parking is private and anyone parked there can be towed, or a no trespassing sign, then you can have the car towed. You do not need a law to do so, but you can always site the trespassing law. However, Indiana Code 9-13-2-1 is refering to abandoned vehicles.

If you can convince a tow truck driver to do it then you can have anyone towed from anywhere. However you could be held liable for any costs incurred if you are not within your rights to do so. If it is a neighbor parking on your property and the police refuse to do anything about it, consider seeking injunctive relief. The police will be more willing to enforce a court order than your complaint of your neighbor parking his SUV on your property line
