However, I think you want to provide driving instruction outside of a school environment, correct? If that is the case, you would need to get the DDC certification on your own. There is an online course at http://www.nscddconline.com/. To the best of my knowledge, that's the only certification needed. You would also need to look into insurance and taxation laws for your state.
