I say its 50/50 years ago GM raised their quality ratings by shutting down the Van Nuys plant and there is a general attitude of me me me in this state so I think that Toyota which is known to lookout for its own interests and the interests of Japan would not operate that plant unless it has to which is either it is cost effective or they dont want to piss us off too much by being so obvious in their asian centric hiring practices. these are not nice people so dont expect them to do anything out of the goodness of their hearts because they dont operate that way, their problem is Japan lacks diversity and so they dont value people in other countries especially non Japanese or non asians.
and the Japanese Keiretsu system means that Japan looks out for other companies in their system as opposed to just buying what makes sense for them like the Americans and the Germans do.

1. The GM and Toyota alliance is broken.
2. How much of a financial incentive does Toyota receive by creating Tacoma and Corolla in California? Does the incentives outweight the costs?
3. The Keirestu system is customer centric design. I think your assessment of the system is incorrect.

keirestu system is not customer centric design, where does that even come form? it is when you belong to that group of companies, and I am not talking in conglomerate mode like GE, but where you generally buy from those companies only. I have seen Japanese transplants where they will even import a garbage can which is probably not even cost effective because that supplier belongs to the group thats where they buy.
