Should the Chevy Volt seek top speeds of a 140 mph, if its price exceeds 40k?

Name the vehicles with price tags over 40k that exceed 140 mph, limited by governor.

Unless the car is being shipped over for use on the Autobahn who needs to go 140mph in the US regardless of price?

Quite a few cars have governor's on them today to prevent beyond 155mph.
