Yes! (to the first question - "not cheap - worse." to the second ;-)
But why should they do it? Because a lot more people would consider the Volt as their new - commute - car. Add another 10 KWH battery (the Volt has a 16 KWH) and the Volt's "electric" driving range would go to 70 miles per gallon. My wife's commute adds up to 40 miles a day - mostly Freeway. Perfect for a 60 to 70 mile battery!
Technically it should be relatively easy to add additional battery capacity. They still have a year. By now every year the battery capacity per pound (or cubic inch) will increase just because of new batteries and technologies coming out. Interestingly enough - if they would add a battery that would get them to a 100 miles electric range, they could sell the Volt without the gasoline engine - the Volt EV. I would buy it.

Should Chevy Volt extend it pure EV mileage to 100 miles?
40 miles is substandard. High school students using a modified EV Ford Escort (Shocker III) achieved 100 miles per charge using lead acid batteries. Is GM being cheap?
