How do I recover a lost scooter title in Alabama? All I have is the bill of sale.

I purchased the scooter legally from the owner. No owner has had the title for three past owners. I would like to apply for a lost title. I have rebuilt about 25% of the scooter. It is a 1991 yamaha.

What do you mean 'lost'? You forgot it somewhere? If someone found it before 2004, it is theirs.
