No, not quite. Although the idea has arrived and is in full swing, consumers simply don't have enough options of plug-in hybrids (PHEVs) yet. Toyota, GM, Ford, and other manufacturers have committed to releasing production versions of PHEVs, but they haven't really hit the market yet.

When the Detroit Three and Japanese auto manufacturers start mass producing PHEVs, I think they will make a huge impact in the market, similar to how hybrids hit the market a few years ago.

I am not a real fan of the XR3 design. Although I'm sure a three wheel chassis is more efficient, I don't want to drive it myself. And like the article points out, there are a number of other design features that I don't really like.

But when PHEVs enter the market and come down in price a bit (I'm guessing they'll have a premium of a few thousand dollars over hybrids, which themselves have a premium of at least a few thousand dollars over traditional engines) I would love to buy one.

3 wheel design has been around for a long time, but never been popular. I skeptical that we will see alot of 3 wheel vehicles.

I think you will start to find a larger quantity and eventually a majority of new vehicles sold will be hybrids (7, maybe up to 15/20 years) in general as the evolution of our basic power plants advance to catch up to the technology available.

Eventually Fuel Cell, Plug-in, Solar, Hydrogen and Natural Gas power plants will make our current Gasoline-Electric Hybrids the new equivalent of a carburetor vs. fuel injected engine.
