For the same reason they can't agree on a standard for windshield wipers, license plate screws or anything else. Each manufacturer things their design is better...
This is the problem with setting standards for something like.... high definition DVDs! Everyone thought their standard was better, so they didn't agree and split into two camps.

Why can't car manufacturers all agree to put the gas fill spout on the same side of the car?
It would sure make filling gas at gas stations easier. Are there any good reasons why the fill spouts couldn't all be on the driver's side in all cars?

But eventually one standard ended up winning. I would suppose the only reason that such standards haven't been narrowed to a single choice in the gas tank openings is because people don't generally support one side over the other to the point of frenzy - They don't refuse to buy cars that have it on the wrong side, they don't actively seek out cars that have it on the right side. It would be one of the very last things I would take under consideration if I was car shopping.
