Yes, a person like Leroy Stick can make a change in a problem such as the the BP Oil Spill, in the sense that he is creating awareness not only to the netizens but also the American citizens on the urgency of the danger that oil rigs pose to the coastal environments affected by the oil spill. If Leroy Stick does not voice out something, it would still be business as usual for British Petroleum and all the other rigs out there pumping oil just to get the economy going and keep profits flowing, if ever they will find a solution to this wide gaping hole under the pristine oceans in the Gulf of Mexico.
With his current pronouncements on Twitter, one thing is for sure, it's gonna be a different ball game for off-shore drilling in the coast of the United States. What I am worrying about, is the other countries that also has off-shore drilling rigs dotting the oceans. This tragedy may happen again and again if a concerted effort is not made by the United Nations to formulate some sort of framework to address off-shore drilling.

With regards to the use of humor in the age of political correctness, in my observation is that, this was borne out by the frustrations of the people who has been monitoring every solution that has been applied to stop the oil spills and to no avail, it has not made any progress to plug it. I don't think this is a bad taste, in the sense that humor in this national tragedy is used to relay the real message in not too subtle way and make humor as an outlet to voice out to the Federal Authorities, that the citizens are watching.

By and large, Leroy Stick will surely have an affect on the outcome of BP's handling of this environmental strategy, by way of making sure that this company if ever this oil spill is stopped, should not be able to be repackaged as another sort of petroleum company masquerading green practices. It's core of officers and founders should be blacklisted and not let a moment pass to form another company that exploits fossil fuels. Furthermore, his PR announcement emboldens the American public to review the policy of White House concerning oil rigs as well as urged it's legislators to pass tougher oil rig accident prevention laws.

M$I know the price of this question would usually call for a more detailed answer but to make more complex a very simple premise is to cloud the issue with unnecessary adjective. Plain and simple Leroy Stick and his Twitterings are public relations and nothing more so no absolutely not Leroy Stick cannot make a difference with his spit shine the surface of a stank a** pile of sh^t and hope that it smells better program or Twitter public relations.
He should be fired and banned from the media for trying. He would do just as much good if he were to swim to the leak with some colorful swim goggles, children's arm floaties, and a fresh ball of silly putty in hopes of having a "fun in the sun" day at the beach while plugging the leak.
