After a rain is a good time to lay new seed. The ground is moist and the dry seed will soak up much of what it needs. It may look odd, but if you live in a particularly dry area, even a brief water will ensure that the seed takes.
Since it's the spring, a good way to seed your lawn is with a combination of fast grow and slow grow seed. Mix the slow grow seed along with (just a tiny bit) of nitrogen rich fertilizer and good quality top soil. If the soil is dry, add a bit of water and mix toughly in a wheel barrow. With a rake, softly spread this mixture across your lawn - you shouldn't see piles or even much more than a slightly dark glow after you're done raking - just a thin layer is all your lawn needs.
This way, the seed will be protected by the new soil. The soil will add nutrients to your existing turf and the (remember light) mix of fertilizer will kick things off.
A couple of days after spreading this mixture, you'll start to see growth. Spread a little bit of quick grow seed and compact your turf with a spreader to connect ALL of the seed with the new and existing soil.
This will build a good foundation not only to have a nice lawn but is an easy way to control weeds without using harsh chemicals.

I don't have any pro lawn care experience. Although, retiring on a golf course looking after the 9th hole does sound attractive.

Yup I can vouch for this answer, given robs obsession with his lawn :P (no offense rob!)
Also just a quick note, you might also want to take some small preventative measures like checking for grubs and also testing soil ph.
