In short your background image should be shown either 1024 length x 768 width in pixels or 768 length x 1024 width, for portrait and landscape setup respectively.
Here is how you should do it, courtesy of ofzenandcomputing.com:
-Create a square 1024×1024 image that will reach the edges of the iPad display regardless or the device’s orientation.
-Crop the image so that the most important part is visible in the central 768×768 area.
-Save your image at 132 dpi.

M$You can use Adobe Lightroom to do this.
1.The first thing to do is look for an image that you prefer on the iPad and select 'Export' in Lightroom.
2. iPad has a resolution of 1024x768 so it is preferable to resize image to 1200x1200 so that you can be sure that the image will be viewable across the entire screen regardless of its orientation.
3. After uploading to flicker go tot he image on your iPad and select "All Sizes" above the image.
4. Click on "Download". Be sure that you have selected an image with resolution that is higher than 768 on the shortest side to prevent it from being stretched on the entire screen.
5. Press and hold on the image for about 2-3 second and release. Select "Save Image" in the menu that pops up.
6. Go through the Photos app and select the image and press the "Export" button in the top menu and click on "Use as Wallpaper".
7. In the top menu, choose to either "Select Lock Screen" or 'Select Home Screen" or you can choose "Set Both"
8. Export the Photos app to view your new wall paper background.
