Okay, so my answer is weird, but it's cheap, cause that's how I roll.
So... first, choosing the webcam, and yes, I'm suggesting a webcam and you'll see why later. Pick anyone you want, and try a homebrew solution for weather proofing it.

I'd probably use one of these to network it in...

Then the most important part, a free program called ORB, www.orb.com will allow you to access the webcam (and any other shared content) via the web interface, iPhone appication, or windows media player stream compatible with all Windows mobile phones.
I use this solution, minus the big network an outdoor attempts to keep an eye on my condo from work. You could even stream the feed to just about any mobile device!

What is a good IP surveillance camera solution.
Must haves:
Outdoor capable(Canadian winters -20C)
Connect to existing 100Mbps ethernet infrastructure
View via web interface
Ability to record several cameras at once to a storage server on the LAN
Bonuses:
Remote control(pan,tilt,zoom, etc)
