I believe this person is asking how he can make a quick buck in LA (Los Angeles? Louisiana?) after being robbed. And by quick buck, he's looking for enough money to purchase a wheelchair that appears to be meant as a wedding gift.
Without knowing more about the extent of injuries/disability that necessitate the wheelchair, it would be hard to guess as to how much one would need to raise to purchase even a used wheelchair. At minimum, a brand new, completely manual chair will cost at least $800.
Perhaps the best way would be to contact a local news agency to perhaps air his story, and set up a small charity fund for those who would like to help recover the lost money. It might be a nice gesture for the city to step up and redress the poor way this visitor(?) was treated when visiting their fine city for the wedding of a disabled/ill person.
