Beaches are always a great idea, and there's a few to choose from in SoCal. A couple of other suggestions: a spa weekend in Palm Springs, or a trip to San Diego (where there are beaches + nightlife). It really depends on what she likes, which you know best. :)
As for gift ideas, jewelry is always good, especially because 30 is a "big" birthday. Happy birthday to your girlfriend, hope the two of you have a great time!

Yea I was going to say any part of the ocean, personally when me and my boyfriend went, we found a beach that had no one on it, so we had a lot of fun, except he dropped his camera in the ocean when he was cleaning off a sandy shell for me. Make sure you bring a bucket, collecting shells at any age is fun.

I am not sure where you are in Southern California, but the Temecula wine country is quite lovely and surprisingly close. If you are looking to make it a really special occasion, you could splurge for a limo tour. That way, you can both enjoy all of the good wines without having to worry about driving!
