My opinion will be more towards “No”.
In this EDB 2007 news article, it was said that:
“6. In July this year, Chinese Vice-Premier Wu Yi visited Singapore and concluded the 4th Joint Council for Bilateral Cooperation meeting and the 9th Suzhou Industrial Park Joint Steering Council meeting with Singapore's Deputy Prime Minister Mr Wong Kan Seng. Following these meetings, both countries embarked on new areas of cooperation including plans to build an "Eco-City". This will be a showcase of sustainable economic development built on social harmony, resource conservation and environmental protection.”
After the Suzhou Industrial Park, China – Singapore has another co-operation. This time it is in Tianjin Eco City.

However, though there may be many similarities between SIP and Sino-Singapore Tianjin Eco City, the emphasis is different. The former is emphasized on “industrial park”, the latter is on “eco”.
We can get a glimpse of industrial park status in China in this insightful report.
There are lots of successful industrial parks in China and some are even earlier than SIP. SIP is only one of the successful models that China has tried.
