Unless otherwise specified, federal, state, and local laws don't cover refunds (there are exceptions like the various lemon laws). Refunds generally fall under the discretion of the business in question. Every major retailer I'm aware of will do a full refund including sales tax. I've heard cashiers use the term "tax override" for this. If for whatever reason you don't get a refund on sales tax, you should be able to deduct it from state/federal income taxes.
