It's possible but with no hard data it's also impossible to say for sure. Simply legalizing it could make for millions simply because prisons could release non violent offenders costing tax payers tons of money and possibly decrease the number of law enforcement dedicated to these laws. But it may cost lots more money if most of these people end up on welfare or causing accidents at workplaces and the roads. Taxing may actually cost money to some extent. You would have to employ additional people, setup laws, and again fine/drag into court those failing to comply.
