I'm afraid even when it does come, jobs are one of the last things to come back. Just as stock markets fell before the jobs started going in a big way, it'll be the same on the way back, markets first, then jobs.
It's not surprising tax revenues are down. Apart from anything else, the government is trying to do some tax cutting as part of the the stimulus package.
