Most rural dwellers are leaving their homes and going to the city for a improve standard of living by doing so it has cause an influx of people.Their is even a more high demand for food and the prices for food have increase.
There are more malnourished children. Farmers themselves are exploited by the merchants in the city,there are no rules and regulations which govern the trade between farmers and merchants so in most case the farmers take what they receive.

Yes they did prohibit food aid from buying from local farmers. there was site that mention this when i was doing some research but i cannot remember which one.
