not necessarily; if the seller is able to prove to paypal by way of a shipping receipt that confirms delivery than you are up the creek, so to speak. if you lodge a complaint with paypal and say that you have never received the goods that were paid for and the seller cannot prove that they were sent, then you will (or should) get your money back...unless things have changed...
