Without knowing what software you currently have it makes it difficult to assess your options.
Assuming you are running Windows software without any Adobe editing software, you will not be able to easily achieve your goal since you can not directly edit a PDF without PDF editing software which does not come packaged with Windows.
You can recreate the document by copying, pasting and cropping screen shots into a Paint file (comes with Windows) or possibly Wordpad but that's about it.
Otherwise your only option is to use someone else's editing software. There's a free one online at http://www.nitropdf.com/free/hammer/index.htm but it requires you to upload the file. If you are unable to download software you may be unable to upload a file (and download the finished product) too.
More information about your limitations and requirements would allow me to provide a more detailed response.

I am very sure you cannot make any changes to a pdf file. If I am correct, you would need to convert the pictures to a jpeg file. Maybe other file extensions will work. Then when you upload the pictures to a picture sharing website, then they might a feature where you may edit the photos. However, they may not have the commands that you want to make the changes in a photo. You can make changes after converting any pdf file to a word processing document. Good luck with your project.
