The U.S. has 21,017 MW of wind capacity installed according to the American Wind Energy Association. Their goal is to produce 20% of the U.S. electric power supply by 2030 as envisioned by the U.S. Department of Energy
Asker's rating:
How many billions of dollars will it take to build the infrastructure to produce 20% of the US electric power supply by 2030?

Will the investment come from foreign countries like Spain?

About 2.3 Trillion dollars. See http://20percentwind.org/20percent_wind_energy_report_revOct08.pdf for details. The wind people say this is only slightly more than teh No Wind scenario because of the lower fule costs.
