The best way to begin a business in debt collection is to gain a bit of experience first in sales and how debt works.

You will need to check into the fair debt and collections act laws. You need to know the laws for collecting so you don't end up with a law suit against your company or employees for unfair practices.
You will need a license for a local business and you will need a license for collections. You need to know how to file a small claims for wage attachment and how the court system works regarding debt collection.
You must learn to be diplomatic because most people that have debt are there for a reason. Many times it has to do with overwhelming medical, job loss, divorce and other reason. You cannot bully someone into paying, you have to be prepared to make arrangements with them and keep contact to continue arrangements each month.
You will need to know what your company needs to collect each month in order to survive and make a profit. You will need an attorney on retainer for any problems that can arrise. You need to know how to protect the company, yourself and your employees from irrate customers.
Your best bet for starting a collection agency is to get a job as a collector at a local company first. You can learn the details and what you need for collections.
You need to get accounts to collect on. This involves a good sales person who can promise to provide a great service. You have the option of working on a percentage basis or buying old debts outright.
This is a difficult business and the stress level can be very high. You rarely deal with people for positive reason and must be nice. Just because someone has a debt does not mean they were wasting money other ways. So be nice because you could end up in the same situation.
Good luck and I hope this helped.
Try to interview an owner of a debt collection agency on how they got their start.

Due to the nature of the industry, one must not break the law of being a debt collector.
You must know the dos and don’ts of a debt collector.
Different states may have different laws too. Need to check this first.
Some good resources:
FTC’s Debt Collection FAQs
a compilation of Acts related to Debt Collection
ACA, Association of Credit and Collection Professional
Another aspect to consider is psychological. You have to mentally prepare. Some tasks or situations may not be that pleasant. Some peoples just cannot do it.
Hope this helps..

I don't know your answer but I suspect you need good phone and communications abilities. I would like to contribute to your question in that I have just learned some great information about debt collectors. Debt collecting companies pay 10% of the total debt, in paying so little the make alot when the debt is finally paid in full. I was informed by a consultant that they may put up a bit of a fight but you can negotiate with the debt collector for a fraction of the total bill as long as it is above the 10% so that they get their money back a make some profit. The more they feel its becoming an impossible collection the more they want to settle for the best they can get. If you save up about 30% of what the total of all your collections is and then start contacting the collectors paying them off, once done get a per paid credit card and you will be starting a new line of credit getting your score back up. I hope this is helpful to those stuck in the economical dump and helps pull them out.

Besides common things to consider before startup (for e.g. Porter’s 5 forces, SWOT analysis, cashflow forecast etc. ), I think the most tricky part of starting up a Debt Collection Agency is its legal aspect. Due to the nature of the industry, one must not break the law of being a debt collector.
