How are the ports in Tartus and Latakia being used by the Russians?

Are the ports of Tartus and Latakia military or commercial ports?

These two ports are being use as highly-developed naval infrastructures outside of Russian territory. This allows Russia more political and military influence in the Middle East and the Arab world. From the 1970's Russia have use Tartus as a major supply point for its navy and maintenance in the Mediterranean Sea.

Both ports are being use for military purposes. this link will verify this
