Have you ever heard of http://www.iloverewards.com? They are a wonderful company that I've read a lot about, and they're really really good at what they do.
However, if something like that isn't quite in line with the budget, monthly prizes and performance based rewards are a sure bet. Yes, you should probably include a gift card, iPod, or other small prize, but it's the engraving on the plaque, public announcement of the winner, and ongoing praise for winning the award that really make company recognition work.
I'd start with a couple of different awards like "Employee of the Month", "Highest Sales of the Month", and maybe something fun like "Best Decorated Cubicle."
