Has housing prices stabilized in the medium to lower markets?

WSJ
Buffet says housing prices are close to stablity in the medium to lower market. Do you agree?

I'm sure Buffet knows what he's talking about, and I'm not about to contradict him, but has banks sell foreclosed properties, the prices may still go down for a while. Bloomberg reported, just in beginning of May that home prices fell 14% iin the first quarter of 2009, for that specific reason.
