I would call it controlled capitalism. The Chinese government for many years let Hong Kong be autonomous politically and economically through an agreement and China's federal government is experimenting in having one area be more economically free than others, seeing the amount of tax money that can be made off of privately-owned businesses.
The fact that China's federal government has a massive reserve and could implement its own stimulus is very exciting for private businesses in China.

I wouldn't call it "embrace", but they've definitely moving that way. There are many privately-owned companies now;a major bridge is not state owned; and they even have enough companies that the state does not own that there have been conventions for them! China officially states that it is seeking foreign investments.
