Seems like "Mr. Pickens" is just out to make a buck, so if going public helps him do so, I imagine he will. The Farm is not set to start production until 2011 so it's unlikely he'd go public before then.

Pickens has said repeatedly that he is not building the wind farm because he is an environmentalist; he is building it because he wants to earn money, and he says gas and oil prices will continue to increase, making it more difficult for him to earn a profit. He also notes that oil fields in Texas are declining in output, and says the future is in wind, water and solar energy

Billionaire T. Boone Pickens is an Oklahoma-born oil tycoon and corporate financier who made his fortune through acquiring a variety of oil companies in the 1970s and 1980s. Pickens is the founder and principal investor in BP Capital, a hedge fund specializing in energy investment.1
