Yes. I started a non-profit in 2000. It's fairly expensive (for me, around $3K) and a LONG process. I recommend getting a paralegal or someone who specializes in the process of starting a non-profit to help you. It's well worth the money and it worked out great for me.

The first you need to do write a clear & concise mission statement for the group. Exactly what is the group going to do. Then you need to decide on formal or ad hoc. Are you going to incorporate or just work as an informal group.
