While it can act as a management tool, I've never seen it succeed without serious ramifications in the workplace. Any boss that I've ever had that would have emotional outburst has also had to deal with his employees not really respecting him/her and snickering or making fun of him/her.
I think a logical reasonable explanation of the reason that something is serious is generally enough. You can communicate disappointment, frustration, and anger without emotional outburst.
Sometimes it helps to have people fear you, but more often than not it works against you. Let them know you are serious, but you can do it without demeaning or being emotionally aggressive.
