It depends ! But in general, i think to limit something by force has no positive effect on work. In this situation, i think MBO (Manage by Objectives) help us alot. it means that any employee has some goals and duties, its up to them to achieve these goals in a specific times, if they achieve then it's ok, if not they should be fire ! Now it's not imprtant for us if they use facebook or not !
