What are the characteristics to claim a second Silicon Valley emerged in Taiwan?

Did US companies transplant to Taiwan and recruit foreign talent to build high tech?

Sort of and not really.

The US companies will get the chips fabricated and cards built there, but the designers are still mostly housed in the US.

Silicon Valley was a convergence of foreign talent and big money. Did Taiwan obtain these two characteristics?
