In the U.S., it's the United States Bowling Congress (USBC), which is an organization that oversees league bowling and most tournaments. The Professional Bowling Association (PBA) sets the rules and standards for professional competition in the U.S., but it generally follows the guidelines of the sport set by the USBC.
