how does hagrid get to te hut on the rocks, and then speed up his and harry's trip to london?

Hagrid has an enchanted umbrella. Because he is banned from performing magic, sometime ago the Wizengamot destroyed Hagrid's wand to prevent him from doing magic. But someone (presumably Dumbledore) gave him an enchanted umbrella allow him to perform minor magic - like starting a cooking fire, and flying over the sea - just for the purpose of ushering Harry safely out of the Dursley's care and getting him to the wizarding world.
Once Hagrid picks Harry up he isn't supposed to perform anymore magic - presumably on Dumbledore's orders so as to take no chances of Hagrid's rusty magic backfiring.
So once he has Harry, they both climb into Uncle Vernon's rowboat. However...Hagrid is unable to resist cheating a little and does use the magic umbrella to help with the rowing.
