If you know your way around My SQL, Godaddy is pretty cost-effective. They run regular sales for phone sales that are not available online! Their regular hosting is just $3.99 a month (UPDATE: it's now $4.74, but they run regular sales). And according to my monitoring service, I've had 100% uptime for months in a row.
I've also run two Wordpress blogs on Godaddy. It can be a bit sticky if you're not familiar with My SQL, but you did say cost was the most important factor. If you are willing to pay a little more there are other hosts that are easier to work with if you aren't too familiar with database requirements.

I recommend finding a host that has been in business for over 3 years and offers cPanel with Fantasico Delux. This combination will allow you to configure and install wordpress very easily.
Wordpress itself recommends a few hosts and I'd check each of them out:

The top of their list would also be the top of mine. Bluehost is a cheap and reliable budget host. However, you may get more support and features by looking at other hosting companies.

I also have hosting at my main domains registrar site, http://gopedro.net but it is probably overkill if all that you want to do is host a Wordpress blog. I'll be more than happy to put you in contact with my customers if you would like to hear their opinion on the services.

BlueHost specifically has the best 1-800 24hr tech support I've ever experienced. So if you're the type that might need a little hand holding with the technical stuff I think the 24hr and helpful tech support is invaluable.

They have given me problems with php support, occasionally taking away support for php includes, which takes down my sites completely since I use them all over the place. Their customer service is also horrendous. Depending on what I want, it could take an extremely long time to get to a person in tech support, and then they usually don't know what I'm talking about.
1and1 is hard to reach over the phone, but both their email based and phone based helpers are very knowledgeable, and have helped me with almost every inquiry I have submitted.

You will get a very large variety of answers. There are a lot of different hosts out there and almost all of them run everything that is needed to install and use Wordpress. I second Dreamhost. Fantastic one click install of Wordpress and all the php/mysql back end. Takes maybe an hour or so.
I'd also recommend FireFTP to as your ftp client. Just a Firefox plug-in but works great!

I host Wordpress blogs for as little as $10 per year in my spare WHM account. All you have to do is bring your own domain. You get a cpanel account with the usual features. I have HostGator at the moment and I must say it is really good. It costs only like $7-10 a month and it is very reliable. I have heard that BlueHost is also pretty good.
