It can be good if you have a considerable small blog with little to no conversations. It will encourage more comments since the commentators can have a free link back from your blog. With little competition from other commentators, there is no need to post unnecessary comments, just post anything useful and they will automagically be listed as a top commentator.
For an already popular blog, there is no need of such plugin. It will encourage your readers to post comments, for the sake of just posting comments. Since the competition is high, they have to post more nonsense in order to gain more comment counts and ultimately have their name listed as a top commentator and benefit from the PageRank juice.
I'm sure you wouldn't appreciate comments like "Good post!", "Well, true, hahaha", "Thanks :)" — or when they start going off topic, treating your blog comment section as a chat room. I don't see how these can benefit your blog.
Of course, comment moderation on such a huge blog is simply too tedious.
In a nut shell, use it if you want more conversation on your little blog. Don't bother if you blog is already gigantic.

Are top-commentator plugins good for blog-owners?
Are there any blog-owners who use this plugin, and if so could you just share your experience with it, especially issues with spam, etc.
