Balance. A long tail would help counteract that, but would probably make it harder to fly.

You lean forward when you walk and run. Allowing gravity to affect momentum your shifted body mass makes it easier to move. Your muscles to less work.

Try standing completely upright or lean back slightly. Pick up one foot, straight up. No place it forward 18 inches and try to walk forward without leaning.

Takes a lot of muscle to move your mass.

Now...repeat, but lean forward a few inches. Your body wants to take off by itself.

Some birds have a craw, which is a space in their throat where they store and sometimes 'process' food. The birds eats sharp little pebbles and store them in their craw where they also store food. The muscles in their craw as well as the head bobbing motion that you ask about help to crush seeds etc. against the sharp stones in the birds craw. So, while some head bobbing may be explained by its' usefullness to good balace, some of it also can be shown to be some serious food grinding going on!
