I would start by contacting the Los Angeles Department of Transportation. Below is a link to their contact numbers, sorted by the district offices/council districts. Ask them first if there is currently any program in the works to add bike lanes in your area. If not, ask them who you should direct a proposal/petition to in order to attempt to get them added. Make sure to ask who the decision maker is. If they give you a general e-mail address/mailing address, emphasize the fact that you need to know the person who directly handles these types of requests.
The key here would be persistence and making an impact on the person you are lobbying too. Chances are, once you submit your request for the first time, you won't hear back. So keep on pressing the issue. Follow up every week, first to 'ensure that they received your proposal', and then keep following up. You'll get your answers, and they will know you are serious.

How do you lobby a politician for bike lanes?
There are no bike lanes in Los Angeles. Who do I talk to about this and how does it work in other cities?
