There is not a certain expiry date, however it's best used within a year of purchase, and best kept in an air tight container! Time does not make it better. Enjoy!

Is there actually a use-by date for loose-leaf tea or does it stay the same/get better with age?
I have a jar and an unopened package of Flowery Orange Pekoe grade Darjeeling tea which are about 10 years old, I just brewed a cup from the jar and I'm not dead yet so I assume it's ok - it still tasted good, and I've heard of pu-erh "cakes" being aged, but I wasn't sure about regular loose leaf black tea.

If anything, the tea will get weaker or stale tasting with age as the aromatic compounds break down. You shouldn't be worried about it making you sick. I am not a doctor.

I recently watched the Tea episode of Alton Brown's show he suggested a shelf life of approx. 1 year if I remember correctly, after that it may impact taste. http://www.foodnetwork.com/good-eats/true-brew-2-mr-tea/index.html
