Since you would be working with a somewhat spicy and rather firm fish you have the ability to go with a stronger/darker beer. I would certainly lean towards an amber of some kind since they average about 35% IBU which would hold its own against the spices in the fish but still be refreshing.
Going with this style I would suggest some of the following beers:
Great Lakes Brewery - Eliot Ness

Bells Brewery - Amber Ale

Sam Adams - Boston Ale or Brown Ale

This is the best answer because it includes thought and detail. Personally I preferred an IPA with this spicy food. Also, everyone missed that halibut is now caught only in the northwest and is a favorite in Alaskan cooking. So, I drank local Humpback IPA (at about IBU of 72)) in and from Anchorage.

Could you be more specific, as the name pilsner has often been abused?

Interesting. Negro Modelo is the only decent, widely available Mexican beer. But unless you find blackened halibut in Mexico it won't be as fresh as something more local.

I think I would enjoy a Julius Echter HefeWeiss with blackened halibut. http://www.kegworks.com/images/blogpost/juliusEchterHefeWeiss.jpg

I haven't tried those, but I can see that they are three very different beers. A lager, an IPA, and a Porter.
