Roiano is a substitute, according to the Internet Cocktail Database--but its a specialty Italian liqueur, which is tough to find.
Cooks Thesaurus references Neopolitan liqueur
And All Experts has a homemade version, which is probably the cheapest:
2 cups distilled water
1 cup white corn syrup
1/2 cup sugar
2 - 3 drops yellow food coloring
1 1/2 cups 188 proof grain alcohol
6 drops anise extract
2 tsp vanilla extract

Neopolitan is available in the US. You could also use Sambuca which is not too cloying.
Neapolitan is a less expensive American imitation but it is only 35 proof while Galliano is 60 proof. That will make a big difference even without other details such as herbs and quality. My suggestion would be to use Ouzo as a substitute.
