The best way to hide dark circles under your eyes is by using concealer and setting it with powder. First, dab a small amount of concealer under your eyes and gently pat and smooth it over the dark areas. Then pat translucent powder over the concealer to set it.
I've always avoided using foundation 'over' the concealer when trying to conceal dark circles because the buildup of the products just seems to make it worse. Don't forget to blend!
Also, obviously, make sure you get enough rest and remember that sometimes dark circles under eyes can be related to allergies.
