It depends on what you are looking for.
I use liquid eyeliner because you can get the full color with a single brush.
The wax-based eyeliner takes several passes to achieve the full color.
So it depends on the intensity you want.
The other difference is that the liquid eyeliner may spoil sooner because you are introducing debris in the container and some bacteria may like it (a lot).
The wax-based eyeliner isn't so bacteria-friendly.

So I don't think one of them is better, I just use what suits me the best.

It depends on the kind of look you want to achieve and the application. Some people who uses liquid eyeliner, ends up with a butchered makeup, on the way they applied it.

I find liquid eyeliner tends to make a higher impact and stays on longer (especially Jemma Kidd's liquid eyeliner!). The downside is you have to practice to get the look right. If you want a more natural look, you'd want to go with a pencil or shadow.
