The ones made in Austria could be because the Swarovski company is in Austria and it has been around for 100 years. It may not be possible to confirm definitovely whether they are Swarovski or not.

One thing to keep in mind is that Swarovski makes lead glass crystal, which is a finer and more sparkly product than plain glass rhinestones and beads. So if you are looking at cheaply made dull glass rhinestones, they're probably not Swarovski regardless of age or country of origin. But if they are high quality leaded crystal and made in Austria there is at least a fair chance that they are Swarovski.
