If I understand you correctly, I think you are asking if Native American men have to shave their facial hair. Being from Oklahoma, I can tell you that mostly it depends.
Around here, most full blood or even half-blood Native Americans don't have much facial hair anyway, or much body hair at all for that matter. It just doesn't grow, although I am not really sure why that is, probably something to do with pigmentation. However, I think it also depends on the particular tribe and the genetic make-up of the individual. The majority of all Native Americans have some Caucasian blood mixed in here and there, and i have seen people who are nearly full blood from other tribes that still have quite a bit of body hair and still grow facial hair.
Other than that, I don't think there are any kind of specific traditional or cultural behaviors regarding shaving with any particular tribes or nations.
