If you have a strap that you want put on the case I imagine most shoe repair shops would be happy to do this for you. Since most shoe shops repair leather goods they are set up with the right kind of sewing machines to handle the work done on a laptop case.
If you go to your local shoe repair shop and they are unable to do this you may also want to try a local leather shop.

Can a shoe repair shop add a shoulder strap to briefcase?
I have a nice wheelie laptop case with a fist handle but no shoulder strap. There are times I really need it on my shoulder, not rolling behind me. I'm not quite ready to tip yet because I may be able to get it on the phone during business hours.

An upholstery shop could also make this modification. If it is leather, a saddle repair shop is another option. I would imagine a cobbler would be easier to find than either of the above options.
