It was done to ease the scheduling for interleague play. If both leagues had 15 players, then every team would have to play another team from the different league and there would be no flexibility with scheduling. So they needed one league to have 16 and one to have 14 to allow two NL teams to play each other.
The reason they chose the Brewers to move from the AL to NL (which they did in the mid-90s) was because the Milwaukee Brewers had a history in the National League, going back to the Milwaukee and Boston Braves, and this was their opportunity to restore it.

Why in MLB does does the AL West only have 4 teams, but the NL Central has 6 teams?
The rest have five, would it not makes sense/be more fair to have 6 divisions of 5 teams?
