The difference is that the Oscars and Golden Globes are voted by industry experts and insiders, whereas the People's Choice Awards are based on the opinions of the publics. Who would you rather watch an awards show with, the experts in the industry, or something just based on what the general public thinks? The real assessment or test to what is tried and true for the industry is with the Oscars and Golden Globes, not what everyone thinks. Of course, there may be some overlap, as the general public may like what the experts like, but the Oscars and Golden Globes are more selective.
According to the Wikipedia entry on the Academy Award, "The Academy of Motion Picture Arts and Sciences (AMPAS), a professional honorary organization, maintains a voting membership of 5,829 as of 2007."
"The Golden Globes are awarded every January, based on votes from around ninety (as of 2008) international journalists living in Hollywood and affiliated with media outside of the United States."

"The Dark Knight" soared away with every trophy it was nominated for in People's Choice Awards, but still very few know about those awards!
