Yes it is buried below the track surface. The bulk of the camera is below the surface, with the housing rising up a fraction of an inch above the track, but iin a place where cars normally shouldn't be.
I assume that the camera are strategically placed in areas that are historically known for crashes and car contact, and are just counting on luck to have something interesting to show.

If the FOX Gopher Cam is placed beneath the track, how can it see anything interesting?
I get why they are buried under the track, to not interfere with the race, but how can they see anything if they are under the track?

It gives a "gopher's" eye view of the racetrack, its not buried completely in the asphalt. I found one clip that gives a good example of what it can catch, about a 1:13 into this video you see the results of the gopher cam watching a car spin out. http://www.youtube.com/watch?v=NgNhOxuSBQQ
